Indonesia has made important progress in advancing the rights of persons with disabilities, including within higher education. However, limited national evidence has been available to understand how effectively higher education institutions are supporting students and staff with disabilities.

Supported through the British Council's Going Global Partnerships Disability Inclusion Grant, this report produced by Lancaster University in partnerships with Telkom University provides the most comprehensive national assessment of disability inclusion in Indonesian higher education to date. The study combines three complementary research strands: an analysis of national disability datasets, a survey of 157 higher education institutions, and in-depth case studies across 12 universities.

The findings reveal encouraging developments, including growing enrolment of students with disabilities, increasing institutional awareness, and examples of innovative practice. At the same time, significant challenges remain, including inconsistent disability data, fragmented governance structures, limited accessibility standards, and insufficient dedicated funding.

The report offers practical recommendations for policymakers, higher education institutions, and sector partners to strengthen disability inclusion through improved data systems, enhanced accountability, accessible learning environments, inclusive admissions and employment pathways, and sustainable investment. The findings contribute to ongoing efforts to create a more equitable and inclusive higher education system in Indonesia and support progress towards the Sustainable Development Goals.
