English as Medium of Instruction (EMI) is increasingly being used in academic programmes of higher education institution in Indonesia. The rapid growth in EMI implementation has very important implications on every level, from students’ academic potential, policy making process, to the rapid growth of higher education sector in Indonesia. Considering the importance of the topic, the British Council with the support of Ministry of Higher Education commissioned a study entitled “The State of English as a Medium of Instruction in Higher Education Institution in Indonesia”. This research report was produced by the School of Education, University of Leeds, who conducted the desk research, survey, case study, interviews, and round table discussion with the key stakeholders in Indonesia. The research report is intended for interested readers in Indonesia and the UK in the topic of EMI and internationalisation of higher education in Indonesia.
The study provides a baseline to measure the extent of EMI and its variety of practices across universities in Indonesia, which could be beneficial to government institutions in planning future policy on internationalisation of higher education in Indonesia, to Rector, Dean, and Academic Director to design EMI programme in university and to plan capacity building opportunities for individuals who are involved in EMI programme such as lecturer, teaching staff, and language tutor.
